Skills Development Programme

1. TOURISM GRADUATE RECRUITMENT PROGRAMME

The objective of the programme is to equip graduates with the prerequisite skills, knowledge and experience which will prepare them for work readiness within the tourism and hospitality sector.
The programme targets unemployed youth who are graduates with tourism and hospitality qualifications. The programme's duration is 12 months, comprising a work readiness workshop and a placement with host employers.
Certificates of completion will be awarded through the participating host employers.

Criteria for selection of beneficiaries:
  • Applicants should be between the ages of 18-35
  • Tourism and Hospitality Qualification (provide certified copies of certificates)
  • Certified ID copy (South African Citizen)
  • Graduates, unemployed youth, including people with disabilities
  • Proof of residence, and any other relevant certificate/s 
  • Beneficiaries who have participated in the Department’s learnership or skills programmes previously must declare so in the motivational letter. 

Participants will receive a monthly stipend

2. CULINARY SKILLS PROGRAMMES

The culinary skills programmes consist of all the skills that are related to food preparation. These skills programmes target unemployed youth who wish to pursue a career within the tourism and hospitality sector. The programmes will be implemented for a duration of 3, 6 and 12 months. The skills offered include, amongst others but not limited to, the following:
  • Food safety and hygiene
  • Baking and pastry skills
  • Grilling skills
  • Food pairing skills
  • Fast food 
  • Food and beverages
  • Processionary cookery

Accredited certificates will be awarded upon completion of the training programme 

Criteria for selection of beneficiaries:
  • Applicants should be between the ages of 18-35
  • Tourism and Hospitality Qualification (provide certified copies of certificates)
  • Certified ID copy (South African Citizen)
  • Unemployed youth, including people with disabilities
  • Proof of residence, and any other relevant certificate/s

3. RECOGNITION OF ARTISAN PRIOR LEARNING (ARPL) FOR CHEFS

The Artisan Recognition of Prior Learning (ARPL) programme aims to recognise the prior learning of Chefs in order for them to obtain a formal qualification (Chef occupational qualification - SAQA ID 101697). 

The objective of the programme is to take learners through the ARPL process to obtain a chef qualification at an NQF Level 5 and professional designation levels. The programme targets employed chefs with skills and experience without a formal qualification.

Criteria for selection:
  • Applicants must be 19 years and older
  • Must be a South African citizen
  • Must have at least 3 years industry experience, working as a chef in a brigaded kitchen
  • Must be able to speak, read and write English  
  • Have a passion for food, the ability to work hard and an eye for detail

4. WOMEN EXECUTIVE DEVELOPMENT PROGRAMME

The programme targets employed women from middle management level and above. Recruitment is done in all provinces.

The main objective of the programme is to train managers through a recognised South African business school, to prepare them for the executive and/or board positions, as well as other opportunities in the tourism sector 
Criteria for admission
  • A three-year, SAQA-registered 360-credit Bachelor’s Degree or National Diploma from an   accredited institution.
  • Must be a South African woman;
  • Have at least 3 years of managerial experience in the tourism sector, alternatively portfolio of evidence of prior learning will be considered. 
  • Have access to a computer and the internet. 

Admission will be granted on the understanding that participants can attend weekly syndicate group meetings and discussions, as well as two compulsory study schools at a selected venue.

5. TOURIST GUIDE TRAINING

Tourist guiding is a critical component of the tourism value chain as it plays an essential role in creating a positive image of our country.

In South Africa, tourist guiding is a regulated profession governed by national legislation and policies. Any person who would like to become a tourist guide must undergo training as part of a formal qualification, registered by the South African Qualifications Authority (SAQA). Upon being deemed competent, such person will receive a certificate issued by the Culture, Arts, Tourism Hospitality and Sports Sector Education and Training Authority (CATHSSETA) or any other accredited institution. Successful candidates must then apply to the relevant Provincial Registrar to be registered in order to operate legally.

The role and function of a guide is to organise, inform and entertain. Guides are mainly freelance and self-employed, often working seasonally and irregular hours. Work is usually obtained through direct contact with tour operators and other agencies and therefore, guides must be self-sufficient and be able to market themselves. 

The Department has been funding up-skilling programmes for existing tourist guides in order to enhance the services offered by tourist guides, as well as Tourist Guide Training Programmes for new entrants who wish to pursue careers in tourist guiding. Programmes which are usually implemented are advertised on all departmental social media platforms, including the departmental website. The training is often needs-based and aims to address the skills shortages within the sector. Therefore, the criteria for the selection of beneficiaries vary and are dependent on the nature of the training intervention.

6. INTERNSHIP PROGRAMME 

The Department advertises its internship programme to support graduates in the development of work-based experience and competencies to enhance their ability to secure employment in the general labour market. The programme seeks to expose appointed interns to a practical working environment in order to gain competencies through work-based learning and experience.

7. TOURISM MONITORS PROGRAMME 

The Tourism Monitors Programme is an initiative offered by the Department of Tourism. This Programme is implemented under the auspices of the Expanded Public Works Programme (EPWP) to address tourism safety concerns while tackling unemployment by training and deploying unemployed youth at key tourism attractions. 
It also aims to raise safety awareness, reduce crime incidents targeting tourists as well as to mitigate vulnerabilities within tourism operations by equipping participants with skills and practical work experience.

Training process 

The programme involves training, mentorship as well as deployment of Tourism Monitors to identified tourist attractions and sites to enhance tourism safety.

Successful candidates will sign contracts when being enrolled to the Programme and will have to undergo security vetting. In the event of negative security vetting outcome, the candidate will be released from the Programme. 

The training is physical demanding and takes a period of twelve (12) months, with three (3) months dedicated to theoretical training and the remaining nine (9) months available for practical training at the workplaces. 

They are also trained on customer care and protocol to enable Tourism Monitors to interact with foreign and local dignitaries, diplomats, as well as other high-profile visitors and tourists who will be attending the events in South Africa.

Criteria for selection of beneficiaries 
  • Must be a South African citizen 

Unemployed youth between the ages of 18 and 35
  • Have no criminal record 
  • Reside within a 25 km radius of the training location
  • Have not participated in any Expand Public Works Programme (EPWP)

Tourism Monitors will be paid a monthly stipend
